Now the people complained about their hardships in the hearing of the LORD, and when he heard them his anger was aroused. Then fire from the LORD burned among them and consumed some of the outskirts of the camp.

In Numbers 11, the Israelites start complaining about their hardships in the wilderness. They were tired of eating manna and wanted meat to eat. Their complaining angered the Lord and He sent a fire that consumed some of the outskirts of the camp. The people cried out to Moses, and he prayed to the Lord. The fire died down, but the Lord sent a great wind that brought quail from the sea and covered the camp. The people gathered the quail and started eating, but while the meat was still in their mouths, the Lord struck them with a severe plague. Moses was overwhelmed by the complaints of the people and he cried out to the Lord, asking why he had to bear the burden of leading the Israelites. The Lord told Moses to gather seventy of the elders of Israel and bring them to the tent of meeting. The Lord took some of the Spirit that was on Moses and put it on the seventy elders. When the Spirit rested on them, they prophesied, but they did not do so again. Two men, Eldad and Medad, who were among the seventy elders, did not go to the tent of meeting but the Spirit also rested on them and they prophesied in the camp. Joshua, Moses' aide, wanted Moses to stop them, but Moses replied that he wished all the Lord's people were prophets and that the Lord would put his Spirit on them. The Lord then sent a wind that brought quail from the sea and the people gathered them in large quantities. However, while the meat was still between their teeth and before it could be consumed, the Lord's anger burned against the people and he struck them with a severe plague.
