Then Haman said to King Xerxes, "There is a certain people dispersed and scattered among the peoples in all the provinces of your kingdom whose customs are different from those of all other people and who do not obey the king's laws; it is not in the king's best interest to tolerate them.
In Esther chapter 3, Haman, an official in the Persian empire, becomes filled with rage when Mordecai, a Jew, refuses to bow down to him. As a result, Haman devises a plan to destroy all the Jews in the empire. He convinces King Xerxes to issue a decree that allows for the extermination of the Jewish people on a specific day. Haman casts lots, or pur, to determine the day of the planned genocide. The lot falls on the twelfth month, the month of Adar. Haman then proceeds to send out letters to all the provinces, instructing the people to kill and annihilate the Jews on the thirteenth day of the twelfth month. This decree causes great distress and mourning among the Jewish people. The chapter ends with the city of Susa in confusion as the decree is proclaimed, and the Jews are left in fear of their lives. This sets the stage for the dramatic events that will unfold in the following chapters, as Esther, a Jewish woman who becomes queen, risks her life to save her people.
