Three days after arriving in the province, Festus went up from Caesarea to Jerusalem,
After being held in custody for two years, Paul was brought before Festus, the new governor of Judea, who took over from Felix. The Jewish leaders brought many serious charges against Paul, but they couldn't prove them. Festus, wanting to do the Jews a favor, asked Paul if he would be willing to go to Jerusalem and stand trial there. However, Paul, knowing that he would not receive a fair trial in Jerusalem, appealed to Caesar as a Roman citizen. Festus then consulted with his advisors and decided to send Paul to Caesar in Rome. A few days later, King Agrippa and his sister Bernice visited Festus, and Festus shared the details of Paul's case with them. Festus admitted that he didn't know what charges to send to Caesar, so he asked Agrippa to hear Paul's case and help him come up with a proper accusation.
